Exactly right; plus ground effect is something that happens naturally to aircraft, every plane experiences ground effect on landing. The Ekranoplan takes advantage of that fact.

I’ve seen a variation of these pics before, and I’m always surprised how preserved and clean the inside looks like, compared to the weathered outside.
